The far reaching process of mediatisation of society, partly driven by social media applications such as the microblogging platform Twitter, has ushered in new forms of political participation in the public sphere. Building on the concept of online deliberation that has been developed in the first research stage (based on the assumptions of theories of deliberative democracy such as the Habermasian model), the aim of the second research stage is to achieve a deeper understanding of the mechanisms and motives of digital participation and deliberation in the “discourse universe of Twitter“.

The basis of the analyses are tweets that have been sent by local politicians, citizens, and editors of regional as well as national newspapers. Tweets will be gathered during state elections, namely the 2013 and 2014 German state elections of Lower Saxony, Bavaria, Hesse, Saxony, Thuringia, and Brandenburg. In addition to that the Twitter communication happening during the federal election in 2013 and certain topics that emerge as highly discursive in Twitter throughout all research stages will also be analysed. One reason for the extension of the data collection is the observation that it is mainly conflicting issues that lead to deliberation and communicative participation on Twitter. We do not only expect more participation in quantitative respects but we hypothesise more variety and depth of the argumentations carried out in tweets about publicly relevant topics.

For the analysis of the collected tweets the methods of the first research stage – methods of software-supported content analysis, speech-act theory, and argumentation theory – will be maintained. Regarding the ad hoc occurring (conflicting) issues on Twitter the project aims to develop a systematic way of monitoring topics relevant to the respective Twitter publics. Additionally, a wide ranging user analysis will broaden the methodological scope of the project. With the help of interviews, online diaries, and chat discussion as well as tweet analyses the study will provide information about Twitter users’ motives, aims, and the manner of their Twitter participation.

The project is intended to find answers to the questions of whether and how discourses relevant to the theory of political deliberation and participation evolve on the Internet.
